The vice president of the Construction Labor Foundation , Vicente Sanchez, said on Thursday that the new draft of the General State Budget (PGE) for this year "does not meet the needs" of the sector, while the vice president of the foundation and General Secretary of UGT-Fica, Pedro Hojas, has insisted that Spain continues to have a deficit in infrastructures and that, despite the rise in infrastructures, investment is lower than in 2014.
"The Budgets have not only been a jug of cold water, but previously the new State Housing Plan has also made things a little more difficult for us, and what we want is to build and for the workers to build," stressed Sánchez during the closing of the day of presentation of the Industrial Observatory of Construction.
For Sánchez, the country "will not leave the social crisis without leaving before the construction crisis". For this reason, he criticized that, although the amount grows in relation to last year, there are "important shortcomings" in the infrastructure policy, for which he has demanded that a constant investment effort be maintained, that there be a strategic planning that ensures the same rights of access to all citizens, and that priorities are reoriented to the needs of citizens.
The weight of construction has decreased
According to the Observatory, the weight of the construction industry in the Spanish economy has decreased in recent years, from 10.7% in 2007 to 5.2% today. This, together with the rest of the indicators, according to the Foundation, highlights the "slow" recovery that is taking place unevenly for the different construction activities and in different territories.
In fact, the study shows that although the sector is recovering from the crisis, its activity and labor structure are "very far" from what they were in the years prior to the recession. "The recovery, to be solid, must be based on stable and sustainable values that avoid a new precarious situation for the sector," according to the report.
The Observatory also highlights that the lack of public investment is exerting a drag on employment, on the creation and maintenance of companies and on the lack of conservation of infrastructure and structural elements of Spanish heritage.
Regarding the labor structure of the sector, it warns that it is necessary to incorporate "young, qualified and future-oriented" labor force, since at present it is characterized by an increase in employed persons over 60 years of age and by the sustained growth of the average age of workers in the sector. Thus, he believes that it is "essential" to establish strategic training planning.
Finally, it ensures that accident data, which have increased by 11.1% in 2017, in the sector in recent years do not correspond to the increase in preventive training and its results. Therefore, it is committed to delving into the causes that cause this increase in accident rates.
During her speech at the closing of the event, the Employment Minister , Fátima Báñez, stressed that, although she is recovering with "intensity", she still has it, since, she recalled, the recovery began later than in the rest of the sectors because "the crisis was very hard".
Thus, he pointed out, that the construction sector creates employment at a rate of 5.97%, "almost double the national average", and that it is progressing progressively in recovery since 2015, especially through the increase in building construction companies.
For the minister, to persevere in the strength of the growth of this sector within the Spanish economy and to face future challenges, it is necessary to improve prevention and health at work and give new impetus to professional training, suchas the one it has been given through the training and apprenticeship contract and through the youth guarantee training bonds of 430 euros for young people and the bonus of 250 euros to companies that make them indefinite.
"New construction companies are being incorporated and those that remained during the crisis are creating jobs with intensity, but we have a task," he stressed after insisting on the importance of construction to complete the task of continuing to create opportunities.
"Walk together, because Spain needs a strong sector and Spanish society needs to continue to incorporate workers into the labor market who are still unemployed," he added.
